Can't Load Catalog Created

Hi Fiori expert,

    We install Fiori and actived all services like the book "SAP Fiori Implementation and Development" says; but when I created a new Catalog

""http://......../sap/bc/ui5_ui5/sap/arsrvc_upb_admn/main.html?scope=CUST" and refresh the page, the catalog disappears, then try to create new catalog of the same name, the system sends me the error: "Duplicate resource page , X - SAP- UI2 - Catalog : name_catalog ".

We are running in:

This error started when we upgrade library SAPUI5 to  Version:1.28 (1.28.13).

don't have installed HANA and not active Web Dispatcher

1.- Create Catalog & Save

3.-Click refresh page...
